Your Sorceror's Ring will also upgrade to level 4 here, which is important for obtaining the next weapon. Rack up the kills and this too can become Judith's best weapon once unsealed, when it becomes the Sand Spear Zarich. You'll need to have converted four Entelexeia into Spirits first. Judith's fell arm is a Spear, and it's obtained at the Aer Krene (the aer springs) near Nordopolica. When unsealed it becomes the Blazor Edge Abyssion, arguably Yuri's best weapon after a good number of kills. As mentioned above, you can encounter this through story progression - once you've rescued Estelle from Zaphias, head to Myorzo and visit the Elder's Residence - you'll then get the sword and a bit of an explanation of the Fell Arms in detail.
This is how they reach 'best weapon' status, and though it comes late it's ideal for high level post-story content. Here's all of the Fell Arms: The Fell Arms are relatively average in their basic, 'sealed' forms, but at the very end of the main story of the game you'll be able to 'unseal' each weapon, in turn making it far more powerful and unlocking its power-boosting ability based on the number of enemies killed by each character.

Ultimately, this means that each Fell Arm for each character is the best weapon for that character - so long as you've leveled that Fell Arm up by defeating enemies with it. Racking up kills is easier with some characters than with others, of course. Kills don't have to actually be with the Fell Arm - they just need to be by the character in question.
